In Naruto, having mountains of chakra does not automatically make someone a master shinobi. Some techniques demand chakra control, rare bloodline abilities, forbidden knowledge, advanced nature transformation, or the nerve to gamble with your own body.
Naruto learning the Rasenshuriken is a perfect example of how raw power alone was never enough to make it work. Plus, that S-Rank jutsu of his was so broken that Kishimoto didn’t let anyone master it in the entire series. Then, we have forbidden jutsus invented by Tobirama.

Nagato’s Six Paths of Pain lets him remotely control up to six bodies through black receivers, while sharing their fields of vision. Each body specializes in a different branch of the Rinnegan’s Six Paths abilities, allowing Nagato to coordinate attacks and defenses with frightening precision. The difficulty is managing and fighting through six bodies at once.
Nagato must distribute chakra, coordinate multiple viewpoints, and understand the role of every Path. His crippled physical condition also meant the technique required considerable preparation. It sits at #6 because its prerequisites are extraordinarily restrictive, but Nagato’s mastery makes the actual jutsu look more manageable.
5 Edo Tensei Turns Reviving the Dead Into a Forbidden Art

Tobirama’s forbidden technique binds a deceased person’s soul to a living sacrifice, requiring the target’s DNA and a suitable vessel before the ritual can even begin. Orochimaru later improved it, while Kabuto pushed the technique dramatically further during the Fourth Shinobi World War.
Now, the caster must understand the ritual, obtain DNA, manipulate the reincarnated soul, and decide how much control to impose. Strong reincarnated shinobi can even resist the summoner’s commands, creating another layer of risk. Yet Edo Tensei’s complexity is partly procedural and knowledge-based rather than requiring the constant precision demanded by the higher-ranked techniques, which is why it ranks 5th.
4 Rasenshuriken Pushes Naruto’s Wind Style to Its Absolute Limit

Naruto had to combine the Rasengan’s shape transformation with Wind Release. Shadow clones became essential to divide the work: one helped contain the chakra while another added the wind nature. The finished technique creates microscopic wind blades that attack the target’s cells and chakra pathways.
Early on, Naruto had to use it at close range, putting his own body at risk from the technique’s effects. Later mastery allowed him to throw it and eventually create it without clone assistance. Its 4th placement comes from the sheer chakra control. He was simultaneously mastering shape transformation, nature transformation, and a notoriously unstable technique.
3 Flying Raijin Makes Minato’s Instant Teleportation Nearly Unreadable
Flying Raijin is one of those techniques that looks simple until you understand what Minato is actually doing. The user marks locations with a special formula and can instantly teleport to them regardless of distance. Minato routinely scattered marked kunai across battlefields, turning the entire environment into his personal playground.
Minato could even teleport other people or objects, with larger targets demanding more chakra. The Fourth Shinobi World War showed the technique at its most spectacular, when Minato repeatedly appeared and disappeared around the battlefield. Tobirama invented Flying Raijin, but Minato turned it into a near-unreadable combat system, earning him 3rd place.
2 Particle Style’s Atomic Dismantling Jutsu Can Erase Targets Completely

Yup, it’s the strongest elemental jutsu of all time. Its Atomic Dismantling Jutsu forms a three-dimensional chakra structure that expands around its target and disintegrates what it catches on a molecular level. Onoki and Mu are the primary canon masters. Its real challenge is mastery: it combines three nature transformations, leaves the user open while forming it, and consumes a lot of chakra.
Unlike Rasenshuriken, Particle Style is an exceptionally rare inherited/learned nature transformation. That rarity, combined with its technical demands, pushes it into the penultimate spot, coming second to none other than the ultimate—the Sage Mode.
1 Sage Mode Demands Perfect Control of Nature Energy

[Credit: Pierrot] Sage Mode wins this particular battle of mastery because it demands that a shinobi balance something far more dangerous than their own chakra: natural energy. The user must remain still while gathering it and perfectly blend it with physical and spiritual energy. Too little natural energy means the transformation fails. Too much can turn the user to stone. Jiraiya never achieved complete mastery and needed Fukasaku and Shima to help gather natural energy during combat.
The user also needs enough chakra and a body strong enough to handle senjutsu. Even Orochimaru could use senjutsu chakra but could not enter Sage Mode because his body could not handle it. With such strict requirements and deadly consequences for mistakes, Sage Mode is the hardest technique to master on this list. One mistake can literally end the training session permanently.
