5 Weakest Monarchs in Solo Leveling, Ranked

In Solo Leveling, Monarchs are ancient beings created from darkness by the Absolute Being to destroy worlds, while the Rulers emerged from light to oppose them. Their endless war eventually engulfed entire civilizations, with even the strongest human Hunters being little more than collateral damage.

But “weakest” is doing a lot of heavy lifting here. Every Monarch is a supernatural powerhouse with extraordinary physical abilities, armies, regeneration, and the terrifying Spiritual Body Manifestation. A Monarch can erase human opposition on a scale that makes ordinary Hunter and Guild rankings look almost adorable.

So this list is not about weak characters. It weighs canon feats, combat performance, abilities, battles, statements, and demonstrated threat level. And that makes the bottom five surprisingly fascinating because even the Monarchs who fall short of their peers are still nightmare fuel.

5 Legia — Monarch of the Beginning / King of Giants

Legia takes the bottom spot largely because his most substantial modern-era appearance comes with a giant asterisk: he was imprisoned and restrained by the Rulers before Jinwoo encountered him. His mana-absorbing restraints and the essence stone implanted in him left him far from an ideal showcase of his original strength. The stone was connected to the Rulers’ method of suppressing him.

Still, the available feat is brutal. Legia was initially deceptive, attempting to manipulate Jinwoo into removing his restraints. Jinwoo does not simply discover a deception and then casually evade an attack before decapitating him. The confrontation involves Legia’s attempt to negotiate, Jinwoo realizing the danger, and the subsequent fight. Legia’s immense strength and Spiritual Body Manifestation make him terrifying, but his limited clean combat evidence keeps him at #5.

4 Rakan — Monarch of Fangs / King of Beasts

Rakan is considerably more convincing in direct combat than Legia. The Beast Monarch fought with Thomas Andre during the Monarchs’ attack in Seoul, and overwhelmed the National-Level Hunter after activating his Spiritual Body Manifestation. He also participated in the attack that seemingly killed Jinwoo, personally driving his claws through the Shadow Monarch’s vessel.

That sounds like a higher placement, and honestly, it nearly is. The problem is consistency against stronger opponents. Once Sung Il-Hwan entered the battle, Rakan was repeatedly overwhelmed and eventually fled. Jinwoo later cornered him and killed him in just four attacks. His physical power is monstrous, but his strongest showing is less dominant against truly elite opposition.

3 Baran — Monarch of White Flames / King of Demons

Baran is the trickiest placement because the real Baran was never given a proper late-series showcase. He fought Ashborn alongside Rakan after betraying Ashborn on Antares’ orders. Antares ordered them to eliminate Ashborn because the Monarchs feared his growing power. His abilities nevertheless suggest a formidable combat package: White Flames, Lightning Breath, Hell’s Army, Spiritual Body Manifestation, and other offensive techniques.

The Demon Castle battle cannot simply settle the debate either. The Baran Jinwoo fought there was a recreated copy, not the original Monarch, and reference material explicitly notes that the copy was likely significantly weaker. So #3 reflects both his fearsome kit and the frustrating lack of a clean, full-power feat.

2 Querehsha — Monarch of Plagues / Queen of Insects

Querehsha has one of the nastiest toolkits among these five. She possesses poison manipulation, necromancy, mana manipulation, Spiritual Body Manifestation, and extraordinary regeneration. After Jinwoo cut her in half, she regenerated her entire body before discovering that her venom had no effect on him. She had already helped Rakan and Tarnak kill Christopher Reed, proving that even a National-Level Hunter could be overwhelmed by Monarch-level teamwork.

Her biggest weakness is that her combat performance becomes less convincing against top-tier opposition. During the Seoul battle, she became distracted while trying to dominate Beru, allowing Jinwoo to exploit the opening. Once he bypassed her poison, he dismantled her with Mutilation. Still, her regeneration, versatility, and lethal abilities place her above the three below her.

1 Sillad — Monarch of Frost / King of Snow Folk

Sillad earns the top spot among this particular bottom five because his Seoul performance gives him the strongest combination of battlefield control, range, endurance, and direct combat pressure. His ice manipulation is versatile enough to freeze opponents, create massive attacks, and reshape the battlefield, while his Spiritual Body Manifestation dramatically amplifies his power.

He battled Sung Il-Hwan, cut off his arm with an ice storm, and prepared an enormous ice meteor before Beru destroyed it. He ultimately had no answer for the fully awakened Shadow Monarch, but neither did the other Monarchs in this group. Among these five, Sillad simply demonstrated the most sustained threat once the battle stopped being a numbers game. And that is the hilarious part: the “least weak” Monarch here was still capable of turning Seoul into an ice-covered death zone.
