Dragon Ball Super 2: All New Characters Ranked by Power Levels

With Dragon Ball Super: The Galactic Patrol set to continue the story beyond the original anime, the franchise is preparing to animate a huge stretch of manga-only material. That means characters from the Galactic Patrol Prisoner and Granolah the Survivor Arcs could soon make their anime debuts.

From an angel trainee and a planet-eating sorcerer to warriors who wished for overwhelming power, these newcomers dramatically raise the series’ power ceiling. Here are the strongest major characters from the unadapted Dragon Ball Super manga material, ranked by their highest shown level.

8 Macki: The Heeter Fighter Who Was Stronger Than She Looked

Macki is the Heeters’ youngest member and often works as a scout, infiltrator, and information gatherer rather than their main combatant. She can still fight, but the Granolah arc never gives her anything close to the massive power increases received by Gas or Granolah. Her greatest value comes from her intelligence, shapeshifting, and ability to manipulate situations for Elec’s plans. Macki is capable, but the manga gives far less evidence for her raw power than it does for Oil or the major warriors above her.

7 Oil: The Heeter Who Was Said to Outclass Granolah Early On

Oil is one of the Heeters’ main fighters and usually operates alongside his brother Gas and sister Macki. He does not receive the spectacular power-up that defines Gas, but Elec considers Oil strong enough to handle Granolah before the Cerealian uses the Dragon Balls to become the strongest warrior. Oil helps the Heeters pursue their plans throughout the arc, relying more on teamwork and brute force. Oil belongs below the major monsters because his strongest established comparison is to pre-wish Granolah.

6 Saganbo: A Monster Who Overwhelmed Earth’s Strongest Defenders

Saganbo is the brutal leader of Moro’s Galactic Bandit Brigade, and his strength becomes frightening once Moro pours his energy into him. Before that boost, Saganbo was already formidable, but Moro’s energy turns him into a monster capable of overwhelming several of Earth’s strongest defenders. He pushes Gohan, Piccolo, Android 17, and Android 18 into a losing battle before Goku arrives. Moro keeps feeding him more power until Saganbo’s body can no longer handle it. His boosted form dwarfed most fighters, but he remained far below Moro.

5 Seven-Three: The Android Who Could Steal a Fighter’s Power

Seven-Three is an android built around a troublesome ability: he can copy another fighter’s abilities and use them at their level. He can store multiple copied skill sets while possessing considerable strength and seemingly endless stamina. His biggest threat comes from those he copies, including Piccolo and later Moro. Even after his defeat, his data becomes crucial to the Heeters’ plans. Seven-Three is far more dangerous than a straightforward powerhouse, but his ceiling depends heavily on whose abilities he has copied.

4 Moro: The Planet-Eater Who Nearly Became Impossible to Stop

Moro is the first major manga villain introduced after the original Dragon Ball Super anime, and he is dangerous for more than brute force. The ancient sorcerer can drain energy from living beings and planets, growing stronger while his opponents weaken. After escaping prison, he repeatedly evolves, eventually absorbing Seven-Three and becoming powerful enough to battle Ultra Instinct Goku. His final fusion with Earth makes the situation even more desperate. Moro’s final form was monstrous, but the later Granolah arc introduced mortals who climbed even higher.

3 Granolah: The Cerealian Who Wished to Become the Strongest

Granolah begins as a revenge-driven bounty hunter, but the Cerealian Dragon Balls completely transform his life. He sacrifices almost his remaining lifespan to become the strongest warrior in the universe, placing himself above Goku and Vegeta at that point. His incredible eyesight, precision, and ability to target vital points make him dangerous beyond raw strength. Granolah later awakens both eyes, allowing him to battle Gas and contribute to the final confrontation. His wish made him one of the arc’s absolute strongest, but Gas eventually surpassed him.

2 Gas: The Heeter Who Became the Universe’s Strongest Warrior

Gas spent most of his life as the Heeters’ quiet muscle, but the Dragon Balls changed him. After Elec wished for him to become the strongest warrior, Gas gained enough power to overwhelm Ultra Instinct Goku and Ultra Ego Vegeta. His body kept deteriorating as he pushed that power higher, turning the fight into a desperate race against time. Gas eventually pushed beyond his limits, only for his exhausted body to collapse after Frieza arrived. At his absolute peak, Gas was the strongest mortal fighter shown before Black Frieza appeared.

1 Merus: The Angel-in-Training Who Pushed Moro to His Limits

Merus is technically an Angel trainee, which puts him in a different class from almost everyone here. He served as a Galactic Patrol agent while hiding the extent of his abilities, and his mastery of Ultra Instinct made him terrifying against Moro. Once Merus fought seriously, Moro could not keep up, forcing the angel to reveal his true nature. Merus ultimately paid the price for breaking the Angels’ rules and ceased to exist. His brief peak eclipsed Moro, putting him above the mortal fighters here.
