10 Jane Doe Steals the Faces and Lives of Her Victims
Jane Doe | Credits: DC ComicsJane Doe made her debut in Arkham Asylum: Living Hell, and she’s a nightmare because she has no identity of her own. So she takes the identity of her victims. Jane studies her victims, kills them, wears their skin, and slips into their lives so perfectly that friends and family never notice.
That’s what makes her so creepy. So why is she only at number ten? Jane’s kills are slow and personal. She needs time to study and become each victim, which keeps her body count far lower than the killers ahead of her.
9 Birthday Boy Turns Every Birthday Into a Bloodbath
Ray Salinger, aka Birthday Boy | Credits: DC ComicsBirthday Boy, real name Ray Salinger, appears in Geoff Johns and Gary Frank’s Batman: Earth One, and he’s arguably the most disturbing villain in that entire series. Obsessed with his first victim, a teenage girl named Amanda Grant, he abducts girls who resemble her. He dresses his lair like a child’s party room and wears a burlap sack with a party hat while he kills.
He even makes victims blow out candles on a cake before the end. What earns him this spot is his raw strength. He shrugs off a gunshot and nearly overpowers a young Batman. He ranks low only because he exists in an alternate continuity.
8 The Hangman Leaves a Noose for Every Gotham Cop
Sofia Falcone | Credits: DC ComicsIntroduced in Jeph Loeb and Tim Sale’s Batman: Dark Victory, the Hangman did something few Gotham killers dare to do. She went after the police. One by one, officers tied to Harvey Dent’s past were found hanged. Each body was left with a twisted version of the children’s game Hangman pinned to it.
Then came the big reveal that the killer was Sofia Falcone Gigante, Carmine Falcone’s daughter, who had been faking her paralysis from a wheelchair the whole time. Targeting cops shows frightening nerve and planning. Still, Sofia’s hit list was narrow and driven by revenge, which keeps her at number eight.
7 Holiday Marks Each Celebration With a Fresh Kill

The kills happened on a holiday, using a small-caliber pistol hidden behind a baby bottle nipple to muffle the shot. Most victims belonged to the Falcone crime family. And the shocker?
The killer was Alberto Falcone, Carmine’s own son, who had faked his death. But the final pages add another twist. Gilda Dent, Harvey’s wife, reveals she committed the first killings, while Harvey hints that he handled the later ones. Holiday ranks above the Hangman because these murders sparked a mob war that reshaped Gotham’s underworld and helped create Two-Face.
6 Cornelius Stirk Feeds on the Fear of His Victims

They have to be flooded with fear-induced chemicals first. So Stirk terrifies his victims before he kills them.
What makes him extra dangerous is his strange psychic ability to make people see him as someone else, often someone they trust. That lets him get close to victims without raising a single alarm. Stirk sits above the earlier entries because his kills combine cannibalism, deception, and deliberate psychological torture.
5 The Batman‘s Riddler Brings Zodiac-Style Terror to Gotham

Edward Nashton, played by Paul Dano, murders Gotham’s mayor, its police commissioner, and the district attorney after strapping a bomb to him, all while taunting the city with ciphers and live-streamed videos.
His real endgame is even worse. He blows up Gotham’s seawall to flood the city and sends an army of online followers to assassinate the incoming mayor. That’s the leap that puts him at number five. He’s a killer who inspires others to kill, which makes him far harder to stop.
4 Abattoir Kills His Own Family to Absorb Their Strength

He believed that killing his relatives would let him absorb their life force and make him stronger. So he hunted down his own family.
Abattoir’s story only got grimmer during the Knightfall era, when Azrael, wearing the cowl, let him die before he could reveal where a captive relative was being held. That relative died too. Abattoir ranks fourth because his twisted belief gave him an endless list of targets and a reason to never stop.
3 Gotham‘s Dollmaker Was a Killer Doctor

Operating from a remote island, he ran an organised network that kidnapped people and harvested their organs and body parts for wealthy buyers. Those he didn’t sell, he stitched into grotesque experiments.
Dulmacher earns a top-three spot because he isn’t a lone madman. He’s a skilled surgeon running a full business built on murder, which gives him a scale few Gotham killers can match.
2 Professor Pyg Mutilates People in the Name of Perfection
Professor Pyg | Credits: DC ComicsGrant Morrison and Frank Quitely introduced Professor Pyg in Batman and Robin #1, and he instantly became one of Gotham’s most unsettling villains. Lazlo Valentin wears a pig mask, sings opera, and believes humanity is broken. His fix is to perform crude surgeries that turn people into mindless ‘Dollotrons.’
Even worse, he once planned to spread a mind-altering drug across Gotham. Gotham‘s fourth season brought him to TV, where he slaughtered corrupt cops with grisly theatrics. Pyg falls just short of number one because his victims sometimes survive in a twisted form, while our top pick leaves no survivors at all.
1 Victor Zsasz Carves a Tally Mark for Every Life He Takes
Victor Zsasz | Credits: DC ComicsVictor Zsasz, who debuted in Batman: Shadow of the Bat #1, is the most realistic killer on this list, and that’s exactly why he’s the scariest. He has no powers, no gimmick, and no big plan. After losing everything, Zsasz decided life was meaningless and that killing people ‘freed’ them.
He carves a tally mark into his own skin for every victim, and his body is covered in them. He’s appeared in Batman Begins, the Gotham series, and the Arkham games. Zsasz is number one because he kills anyone, anywhere, and for no reason at all. There is no pattern to break.
