A former Ottawa church pastor is expected to face charges of sexual abuse and assault of minors.

Former pastor James Andrew Evans, 64, served at the Chinese Christian Church of Ottawa from 2001 to 2005 and at Toronto Chinese Mennonite Church. He also will face two counts of sexual assault, two counts of sexual assault with a weapon, two counts of sexual exploitation, two counts of possessing a weapon for a dangerous purpose and possession and access child sexual abuse and exploitation material.

Ottawa police issued a news release early Monday saying Evans had been charged, but later updated that to say charges were pending.

Police didn’t say when the alleged crimes occurred, but there is no statute of limitations for people who wish to report sexual assault. That means it doesn’t matter how long ago it happened; a person can still report it to police.

“Sexual assault is any touching of another person without their consent where the touching is of a sexual nature, or where the sexual integrity of the victim is violated,” police said in a release. “A sexual assault can range from unwanted touching to sexual assault involving penetration.”
