10 Wapol – The Cowardly Tyrant Who Abandoned His Country

Oda portrayed him as pathetic, selfish, and absurdly cruel without justification, which eventually led to his becoming so hated that the Drum Kingdom rejoiced when he was thrown from the throne.
While Wapol doesn’t typically belong to the “evil villain” archetype, his character was extremely annoying and felt like a hindrance to the plot every time we saw his face on screen. There was no redeeming quality with him – from abandoning his country when pirates attacked to hoarding all the medicine from his citizens.
9 Spandam – The Pure Definition of Undeserved Authority

As a leader of the CP9, Spandam completely abused his power, which he definitely did not deserve, especially his treatment of Nico Robin – physically abusing her, treating her as a tool and not a human being, and showing zero empathy towards her tragic past.
To add to the factors of hatred, he is the prime example of the existence of nepotism in One Piece. Spandam got the position from his father, Spandine, who, by the way, was the one responsible for the Buster Call on Ohara.
8 Sterry – Sabo’s Adoptive Brother Who Embodies Fake Nobility

He treated Sabo like trash ever since they were young, calling him worthless simply because he didn’t meet noble standards.
What makes Sterry even more annoying is his obsession with becoming a Celestial Dragon – he doesn’t care about helping his kingdom; his ultimate goal is to climb the social ladder by any means possible. He’s basically a toned-down version of figures like St. Charlos, just with slightly less power.
7 St. Charlos – The Brand Ambassador of Celestial Dragon Cruelty

Charlos casually buys and enslaves people, viewing them as nothing more than objects – no hesitation or remorse; just showing off his entitlement.
If you thought Wapol was a tyrant, you haven’t met Charlos yet. The Celestial Dragon literally shoots anyone for minor inconveniences and even forces others into slavery, while smiling through his heinous acts. That punch from Luffy sure felt satisfying during the Sabaody Archipelago Arc.
6 Hody Jones – A Fishman With Knack for Blind Hatred and Violence

When Hody was asked why he hated humans so much, he replied with for no particular reason; nothing happened to him personally. This was the moment when the pot of hatred broke from the fandom.
Unlike characters like Arlong, who suffered under human oppression, Hody never faced any trauma or conflict with the humans, but still chose extreme hatred towards them. Overall, it feels like Oda just wanted an evil entity after waking up on the wrong side of the bed, and Hody was created as a result.
5 Orochi – The Cruel Dictator Who Ruled Wano Through Manipulation

He was the tyrannical shogun of Wano Country who not only manipulated others against Kozuki Oden, but also oppressed everyone once he came to power.
What makes the coward even more hated among the fandom is his paranoia that destroyed anyone who got in the way. Orochi literally ordered mass executions because of his insecurities and fear of the Kozuki Clan. Additionally, hiding behind Kaido while acting high and mighty was the breaking point for many of us fans.
4 Trebol – The Slimy Mastermind Behind Doflamingo’s Rise

What makes him hated is that he was the one behind Doflamingo; he found a broken young Doflamingo, fed him a god complex, and encouraged the cruelty of the former Warlord.
Even if we keep the missing moral compass aside, Trebol is like a greater version of Orochi – a coward hiding behind a powerful villain, and manipulating everyone. However, Trebol was an ingenious creation by Oda representing a different kind of evil: an enabler.
3 Akainu – Respected for Strength, Hated for Actions and Personality
The Marine Admiral Akainu has one of the strongest Devil Fruits in the series that might just have the potential to destroy the entire world upon awakening, and he has definitely received wide respect and praise from the fandom for that. However, compared to the other Marine Admirals, he is probably the most wicked and hated one.
The hate stems initially from his actions during the Marineford Arc, where he taunted and baited Ace to kill him. Akainu has no empathy or reasoning – for him, eradication of pirates is the ultimate goal. However, hate him or love him, he doesn’t play antics and try to show he’s a good person; he is who he is.
2 Marshall D. Teach – The Most Loathed Emperor of the Sea

Teach, popularly known as Blackbeard. There is no “loyalty” present in his dictionary – he killed a crewmate for a Devil Fruit, sold out Ace to the World Government, and constantly manipulated others for his personal gain.
Blackbeard is a complete opportunist, unlike an ideologist like Akainu. If he sees an opening for personal gain, you can bet that he’s gonna take it – hatred towards him stems from the fact that he is the complete mirror character to our protagonist, Luffy.
1 Doflamingo – The Manipulative and Destructive Ruler of Dressrosa

The Ito Ito no Mi is a strong Devil Fruit, and Doflamingo does everything correctly to prove how a Devil Fruit is an instrument of destruction in the wrong mouth – he controlled people like marionettes and stripped them of free will – a pure psychological horror scenario.
To top that, his treatment of those closest to him is what truly cements the hate, especially when he killed his own brother, Donquixote Rosinante, and manipulated Trafalgar D. Law as a child. He’s not just evil; he is a psychopath who tore down the citizens and society of Dressrosa.
