When we said that Naruto Uzumaki isn’t the sharpest tool in the shed, it didn’t necessarily mean a bad thing; he was more emotionally and practically driven as a Hokage. While he lacked a lot of the strategic intelligence quality the other Hokage possessed, he made up for it with compassion and guidance for the citizens of Konoha.

Shikamaru Nara becomes the acting Eighth Hokage in the Boruto: Two Blue Vortex manga series, after the three-year time skip, when Naruto Uzumaki is trapped in Daikokuten and Boruto is framed for his murder. As a provisional, de facto leader, he manages the village during a period of crisis, relying on his superior intellect rather than brute strength, which is exactly what was expected from him.

While it was, as always, a “drag” for him, he accepted the role to protect a diminished-in-power Konoha, especially against the ongoing threat of the Otsutsuki and the Divine Trees. Not only that, but he had to use his strategic prowess to manage and deal with manipulated memories among the populace.

4 Kakashi Was the Academic Genius Who Led Konoha Peacefully

Kakashi Hatake‘s tenure as a Hokage was arguably the most peaceful one, which is largely thanks to his intelligence and strategic thinking. When we look back, it’s sometimes easy to forget that the famous “Copy Ninja” of the Hidden Leaf Village mastered the Sharingan despite not being a Uchiha, graduated from the academy at age 5, and copied thousands of Jutsu.

Kakashi’s strategic brilliance allows him to triumph over opponents who are far stronger than him, using his flawless decision-making and analysis. The non-Uchiha Sharingan master nurtured three of the strongest Shinobi from the Hidden Leaf Village.

While we do give credit to Kakashi, who was a really powerful Shinobi who was a strong Hokage figure and trained three of the strongest and elite ninja in the series, we can’t forget who trained him: the Fourth Hokage, Minato Namikaze. Minato became Hokage in his early-to-mid 20s, rising through sheer talent.

While his acts and prowess as a Hokage are so many that they cannot be contained in this list, his one act secured the legacy of the Hidden Leaf Village and saved the future generations. He displayed inhuman foresight when sealing the nine-tails inside Naruto – knowing his son would one day tame and befriend the demon fox.

2 Tobirama Was Flawed but Was One of the Biggest Brains in Naruto

Yes, Tobirama Senju was probably one of the most flawed Hokage in the entire series, and honestly speaking, it was pretty blatantly shown; the Uchiha Clan was like a thorn to him. This actually was a small feat that came with his intelligence and foresight, sensing the future issues the Uchiha might cause, which eventually happened.

But that’s not the only department we can use to measure his intelligence. Tobirama was an inventor, one unlike anyone else in the series.
