Naruto has never been shy about introducing characters who feel less like ordinary shinobi and more like forces of nature. From ancient Otsutsuki who reshaped the world to mysterious deities whose powers remain largely unexplained, the series has plenty of figures worthy of the word “god”.
Some have directly demonstrated terrifying abilities, while others exist mostly through legends, rituals, and secondhand accounts. Ranking them is tricky, especially when their powers are not equally well documented. Still, by looking at their established lore, abilities, and place in the Naruto mythos, here are all the gods in the series ranked from weakest to strongest.

5 Jashin – The Mysterious God Behind Hidan’s Immortality

He is the deity worshipped by Jashinists, with Hidan claiming that Jashin demands death and destruction from his followers. Hidan’s immortality is connected to Jashinism’s rituals, although the series never properly shows Jashin himself or establishes the full extent of his powers.
That makes it impossible to place him alongside the godlike Otsutsuki based on raw strength. His influence is still terrifying, considering the rituals and abilities associated with his followers. Jashin takes fifth because his existence and actual power remain largely unconfirmed.
4 Shinigami – The Soul-Eating Reaper Bound to Sealing Jutsu

It can forcibly extract souls and seal them inside its stomach, while also claiming the summoner’s soul as the price for using the technique.
Hokage like Hiruzen Sarutobi and Minato Namikaze both relied on this forbidden technique when ordinary sealing methods were not enough. However, the Shinigami is never portrayed as a conventional fighter, and most of its known abilities are tied to the sealing technique itself. It ranks above Jashin because its supernatural abilities are directly demonstrated, even if its overall power remains difficult to measure.
3 Hagoromo Otsutsuki – The Sage Who Became Shinobi’s First Great God

As Kaguya’s son, he inherited immense chakra before becoming the Ten-Tails’ first Jinchuriki. Together with Hamura, he fought Kaguya and eventually helped seal her.
Hagoromo later divided the Ten-Tails’ chakra into the nine tailed beasts and spent his life spreading Ninshu. Even after death, his chakra and consciousness endured long enough for him to appear during the Fourth Shinobi World War and empower Naruto and Sasuke. Hagoromo takes third because his legendary power is surpassed by the likes of both Kaguya and Shibai.
2 Kaguya Otsutsuki – The Rabbit Goddess With Unmatched Chakra Power

When Hagoromo and Hamura inherited some of her chakra, Kaguya eventually merged with the God Tree to reclaim the chakra she believed belonged to her, becoming the Ten-Tails itself. Her power was so immense that Hagoromo and Hamura had to fight her for months before finally sealing her. Kaguya ranks second because Shibai’s ascension places him beyond even her level of godhood.
1 Shibai Otsutsuki – The Otsutsuki Who Literally Ascended to Godhood

According to Amado, Shibai repeatedly revived himself through Karma and consumed countless Chakra Fruits until he eventually discarded his physical body and ascended to a higher dimension.
His Shinjutsu were described as divine abilities, with Omnipotence standing among the most extraordinary: a reality-altering power capable of making the user’s wishes manifest. Other Shinjutsu attributed to Shibai include manipulating natural phenomena and seeing possible futures. Shibai takes first because his Shinjutsu and Omnipotence represent a level of godhood that surpasses the physical limits of other Otsutsuki.
