While the physical power of the admirals from One Piece is commonly used to evaluate their strength, evaluating them based on their intelligence as well will help us understand who, amongst them, is actually powerful. Every admiral possesses unique forms of intelligence, whether it is tactical decision-making or being aware of larger political situations for long-term benefits, or even how quickly they react to changing situations in an intense setting.

Our ranking involves examples from canon events such as Marineford, Punk Hazard, and so on. Also, please note that intelligence here is not about who is smartest academically, but who consistently makes the most impactful decisions when it matters. Let us explore in detail.

8 Zephyr – The Former Admiral with Teaching and Tactical Knowledge

Although Zephyr is not considered part of the canon, it is still important to mention him due to his role as a former Admiral and instructor. His strategic mindset was very much evident in how he trained Marines and later executed his plans in One Piece Film: Z.

However, most of his future actions were influenced by ideology and emotion rather than careful calculations, which puts him at the bottom in ranking for this particular list.

7 Kong – The Leader with High-Level Command Intelligence

Kong’s role as a former Fleet Admiral and later Commander in Chief proves his great administrative intelligence. However, Eiichiro Oda‘s series provides very little evidence of his actual use of this intelligence in action. The majority of what we have is based upon his position rather than demonstrated decisions.

Thus, it makes it more difficult to put him among the top tier in this list, even though he probably has a considerable amount of experience.

6 Aramaki – The Admiral Who Relies on Instinct Over Planning

Aramaki appears to exhibit both confidence and decisiveness (which he clearly demonstrated after the Wano Arc). But the fact that he attacked Wano without being fully prepared and then had to retreat after Shanks used his Haki indicates that he does, indeed, have some gaps in good judgment as a leader.

There is no doubt that he is a very good fighter, but he often does not seem to account for the bigger picture in his decision-making. Thus, compared to others, he feels more reactive than strategic.

5 Kizaru – The Admiral Known for Precision and Efficiency

Kizaru is often underestimated because of his laid-back personality, but if you thought that he is not intelligent enough, then you are mistaken. At both Marineford and Egghead, he demonstrated precise execution under pressure. His movements, timing and target selection are very specific.

However, Kizaru primarily tends to follow orders rather than shape them himself. Personally, we feel that this is what holds him back from ranking higher in this list. He is extremely efficient, but not necessarily the one driving the strategy.

4 Fujitora – The Admiral Who Understands Political Strategy

Fujitora’s intelligence is subtle yet extraordinarily efficient, as his reactions do not always involve a reflex-type response. He always re-evaluates the entire context when responding to a situation. During the Dressrosa Arc, he openly opposed the World Government’s narrative, showing a level of moral and political awareness that very few Admirals possess.

Also, he has played a significant role in the abolishment of the Warlord System, which indicates he has the ability to see the bigger picture beyond immediate battles. Personally, this is where the ranking gets interesting – he may not appear to be a conventional strategist, but he can create changes from inside a system, which makes him arguably one of the most intelligent characters in One Piece.

3 Akainu – Ruthless but Extremely Calculated

Sakazuki’s dominance comes from his ruthless decisiveness. Rather than simply engaging in combat during the Marineford War, he controlled all aspects of the conflict. His decision to manipulate Squard into betraying Whitebeard was a textbook example of psychological warfare. This act alone destabilized an entire Yonko crew even before the real fight started.

What makes him particularly dangerous is his rapid decision-making. In the 10-day battle against Kuzan at Punk Hazard, he did not just win the title of Fleet Admiral – he completely transformed Marine policy toward a far more aggressive stance. Regardless of how one feels about his tactics, from a strictly strategic perspective, Sakazuki consistently chooses the most effective path to victory.

2 Kuzan – The Admiral Who Adapts and Thinks Ahead

Kuzan is intelligent because he has the ability to adapt. His decision to let Nico Robin go during the Ohara Incident was a risk, but it was also calculated. He did not just act on impulse, but rather thought ahead and considered the consequences of his actions in the long term.

Kuzan has continued to play a more complex game by joining up with Marshall D. Teach (Blackbeard) after his departure from the Marines. While he is not as openly strategic as Sakazuki or Sengoku, his moves often carry hidden layers, giving him a good position in this list.

1 Sengoku – The Master Strategist of the Old Era

Sengoku shows a different kind of intelligence in a more “how will this happen” kind of way – thoughtfulness, understanding, long-term thinking and deeply informed. He knew exactly how to set Edward Newgate (Whitebeard) up into waging a full-scale war. That level of foresight required not just knowledge of enemies, but also confidence in how events would play out globally.

Even after retiring, Sengoku’s judgment continues to carry a lot of weight. His recommendation of Kuzan as successor was not random – it reflected his ability to evaluate both strength and temperament. In our personal opinion, Sengoku is the kind of strategist who wins wars before they even begin, which is why he ranks at the top in this list.
