7 Strongest Naruto Characters Who Weren’t Reanimated in The Final War, Ranked

In the Naruto world, death does not always mean the end. During the Fourth Great Ninja War, Kabuto used Edo Tensei to bring back several powerful shinobi from the past and turn them into weapons.

However, not every strong character returned. Some were impossible to recover, while others simply never became part of Kabuto’s army. With that said, these seven stand out as some of the strongest dead shinobi who were left out of the Final War.

7 Kisame Hoshigaki Was a One-Man Army With Samehada

Kisame Hoshigaki was not just another member of the Akatsuki. He had huge chakra reserves, powerful Water Release, and Samehada, making him a nightmare in a long fight.

Later, Kisame was captured by the Allied Shinobi Forces. To avoid giving up Akatsuki secrets to Aoba’s mind-reading jutsu, he summoned his own sharks to devour his body. Because he died right before the war began and left no physical remains behind, Kabuto was unable to reanimate him. He starts this ranking because, while he was incredibly strong, the six characters above him have greater feats, bloodline abilities, or legendary reputations.

6 Danzo Shimura Had Too Many Tricks Up His Sleeve

Danzo Shimura was never the kind of fighter who simply charged at his opponent. His fight against Sasuke during the Five Kage Summit arc showed just how much he had been hiding. Danzo had several Sharingan implanted in his arm and used Izanagi to erase injuries and even death for short periods. He also possessed Hashirama’s cells and had access to Shisui’s Kotoamatsukami.

When Danzo realized his defeat, he activated the Reverse Four Symbols Sealing Technique. This sealed his body, Shisui’s eye, and everything around him inside his own chest – destroying his physical remains and making it impossible for Kabuto to perform Edo Tensei. He ranks above Kisame because his strange combination of stolen powers made him much harder to predict.

5 Izuna Uchiha Was Madara’s Equal in His Prime

Izuna Uchiha is one of those Naruto characters who had very little screen time but an enormous reputation. During the Warring States Era, he and Madara were considered the strongest members of the Uchiha clan.

The manga also reveals that Izuna awakened the Mangekyo Sharingan and fought Tobirama Senju several times. Because Izuna died decades before the Fourth Great Ninja War, the series never established that Kabuto had access to enough of his DNA to reanimate him. 4 Shisui Uchiha Was One of Konoha’s Greatest Prodigies

Shisui Uchiha may have died young, but his name still carried serious weight in Konoha. He was known as “Shisui of the Body Flicker” because of his incredible speed, and even experienced shinobi recognized him as an unusual talent.

His Mangekyo Sharingan made him even more dangerous. Shisui possessed Kotoamatsukami, a powerful genjutsu that could influence someone’s mind without them realizing it. When he jumped off a cliff, his body was swept away and never recovered, leaving Kabuto nothing to revive him. Shisui ranks above Izuna because Kotoamatsukami gave him a powerful way to end a fight without needing to overpower his opponent.

3 Might Duy Turned the Eight Gates Into a Deadly Weapon

Might Duy spent most of his life being laughed at because he remained a Genin. That reputation completely changed when he opened all Eight Gates to protect Might Guy and his friends from the Seven Ninja Swordsmen of the Mist.

He managed to defeat several members of the famous swordsmen group before the Eight Gates took his life. Duy ranks above Shisui because, rather than leaving most of his strength to reputation, we have actually seen how deadly the Eight Gates can become when Guy later used the same technique against Madara.

2 Sakumo Hatake Was Feared Across the Shinobi World

Before Kakashi became known as the Copy Ninja, his father Sakumo Hatake was already a legend. Known as Konoha’s White Fang, Sakumo was feared by shinobi from other villages and was considered one of Konoha’s greatest warriors.

The series never showed his biggest battles, but the way other characters talked about him says a lot. During Kakashi’s childhood flashbacks, enemy shinobi were shown to recognize the White Fang’s name and fear his reputation. His strength was also a major part of Kakashi’s early story. Sakumo takes second place because his reputation was built across the shinobi world, while the number one character has both a legendary reputation and many on-screen feats.

1 Jiraiya Was a Master of Almost Every Shinobi Skill

Jiraiya is the easiest choice for the top spot because Naruto actually gave us years of proof of how strong he was. He could use powerful ninjutsu, summon giant toads, use sealing techniques, gather information, and enter Sage Mode. He was not the best at just one thing; he was good at almost everything.

His fight against Pain in the Assault on Pain arc is the clearest example. Even after discovering that his former student was behind the Six Paths of Pain, Jiraiya managed to defeat several of them before finally being overwhelmed. Jiraiya’s body was deep underwater and too difficult to recover. That is why the Fourth Great Ninja War never got its own reanimated Jiraiya, despite how dangerous he could have been.
