However, quite surprisingly, that same Garp shocked the world that one time by saving these beings he hated the most. This act of mercy was utterly out of the odds, raising questions about the real depths of his character. What makes this hero violate his own emotions and act with mercy?

This vulnerability, often so ignored in any discussion about Monkey D. Garp, is precisely what propelled him to commit the shocking act of saving the Celestial Dragons. Although he hated them the most, being completely against the oppressive regime they represented. The manga simply doesn’t state the motivation, but this particular fan theory seems to be compellingly poignant.

It’s a quite simple yet profoundly true notion that kids should not be punished for the errors of their parents. And for Garp, one of the most faithful guardians of innocence, this was the one belief that really hit him home. This feeling was originally expressed by Gol D. Roger, who later shared the same thoughts with Garp, especially after the birth of his son, Portgas D. Ace. This value speaks to a deeply essential part of the character that Garp has, an unshakeable commitment to protect the next generation.

Garp’s behavior is inconsistent but fits the profile of the benevolent legendary figures in the One Piece universe. Roger, for one, shows an extremely doting posture towards children, as shown in the Oden Flashback. His failure to be there for Ace is a sad reminder of the difficulty in being a hero and a father. The events that unfolded in God Valley remain unknown to a large extent, yet one thing is undoubtedly true, Gol D. Roger was willing to do just about anything at that moment. As Shanks was discovered by Roger, everyone came to know the fact that hundreds of Celestial Dragon children were on the island at the time of that spectacle. Those young lives pure and innocent stirred within Roger and Garp. They were born into a world of luxury and oppression without their choice, but have the right to choose their own path.

Roger’s belief – that no child should have to die for the mistakes of their family – would likely have been shared by another legendary figure in the world, Edward Newgate, also known as Whitebeard. Possibly at the initial stages, Whitebeard was fine with the elimination of the Celestial Dragons as part of God Valley Assault preparations.

However, he was likely to back out on his decision when he saw the reality of innocent children being killed in the crossfire. Just like Roger, he couldn’t kill the young and harmless, though their family’s crime was absolutely horrific. It has probably weighed heavy on Whitebeard’s conscience, preventing him from killing those Celestial Dragon kids.
