On Jan. 8, Ottawa police were investigating an alcohol theft when the incident occurred, according to a May 4 release by the SIU. It said an officer was examining bottles within a backpack at the entrance of a Walmart on Ogilvie Road when a man took one of the bottles and claimed it was his before the officer took the bottle back.

“The man swiped the officer’s hand away and the officer moved to arrest the man for obstructing a peace officer,” the SIU release stated. “During the arrest, the officer took the man to the floor and handcuffed him.”

Director Joseph Martino found no reasonable grounds to believe the officer had committed a criminal offence in connection with the incident, the SIU stated, adding that the director found that “the takedown made sense as it would position the officer to better deal with the man’s aggression.”
