The Surrey Police Service was called at about 3:30 a.m. on Monday by Surrey Fire Services, whose crews were at the scene.

The fire, which likely started in a portable toilet beside city hall at 13450 104th Ave., engulfed the southwest side of the building in smoke. Heat from the blaze caused the exterior glass to break and smoke entered city hall, triggering the sprinkler system.

Investigators have surveillance footage of a person who was in the area before the fire sparked. He is described as white, between the ages of 45 and 65, with short hair and a slim build. He was wearing a light-coloured ball cap, dark shirt with a graphic on the front, dark shorts and slides with light-coloured socks. He had a red and white lanyard around his neck and a dark fanny pack around his waist.
