While the Straw Hat Pirates are certainly a good example of how the ability to pursue dreams results in a decent glow-up, the one character who has gained the most from it is Koby.

Koby has been a part of One Piece since episode 1, and his introduction was quite underwhelming, as he was simply seen as a scared cabin boy who was forced by the Alvida Pirates.
However, when he met Luffy, his perspective on life changed, and he decided to pursue his dream of becoming a Marine Admiral. He enlisted himself in the Navy and worked hard towards his goal by training under Vice Admiral Garp, the hero of the Navy. Thus, making it clear that the most broken ability in One Piece is indeed the ability to pursue dreams.
While it has not been officially confirmed by Eiichiro Oda, he has dropped some major hints about this mysterious ability. The biggest one being Celestial Dragons, who have not had any kind of glow-up since the beginning of One Piece, as they do not have any kind of dream to pursue and serve as the antagonists of the series.
