There are some powers in One Piece that not only make a character powerful but also rob them of their free will. This is exactly why the Covenants of Imu are so scary.
Rather than merely providing a person with some additional powers, these powers require complete loyalty to the leader of the World Government. The more that the Final Saga progresses, the more mysterious these supernatural covenants become. With that said, here are all 4 Covenant pacts of Imu, ranked based on their power.
What Are Covenants in One Piece?

A Covenant is a supernatural contract created by Imu using their mysterious Devil Fruit powers. People who receive one gain incredible abilities that go far beyond normal Devil Fruits or Haki.
Depending on the type of Covenant, users can become stronger, regenerate from almost any injury, communicate with Imu through telepathy, create Abyss portals, or even gain an immortal body. However, every Covenant comes with one major downside. The user becomes tied to Imu and can never truly escape their control.
4 Shallows Covenant Is Imu’s Weakest Contract

The Elbaf Arc revealed that King Harald first received this Covenant before becoming more deeply connected to the World Government. Unlike the stronger Covenants, it does not grant immortality, regeneration, or any special powers. Instead, it acts as a mark of loyalty that prevents the user from disobeying Imu’s direct commands when nearby.
This Covenant feels more like the first step toward joining Imu’s inner circle than a real power-up. Even without flashy abilities, it shows how carefully Imu builds complete control over followers before rewarding them with greater power. It is probably the least impressive Covenant in battle, but it lays the foundation for everything that comes after.
3 Depths Covenant Gives Immortality and More

During the Egghead and Elbaf arcs, Holy Knights like Shepherd Sommers, Gunko, Shamrock, and Killingham showed just how powerful this Covenant really is. It grants superhuman strength, rapid healing, an immortal body, telepathy with Imu, and the ability to create Abyss portals that allow instant travel across the world.
What makes this Covenant even scarier is that users keep their intelligence and personality. They can plan attacks, fight strategically, and still enjoy all the benefits of immortality. The only catch is that they can never disobey Imu, no matter how far away they are. That balance between incredible power and complete control makes the Depths Covenant one of the strongest abilities introduced in One Piece.
2 Abyssal Covenant Is Still One Big Mystery

So far, Oda has revealed very little about this final stage of Imu’s contracts. The Five Elders mentioned that only a limited number of people can possess the highest Covenant levels, making the Abyssal Covenant one of the rarest powers in the world. Many fans believe the Five Elders themselves possess it, although this has not been officially confirmed.
If that theory is true, it would explain why the Elders showed such unbelievable regeneration and durability during the Egghead Arc. Since Oda is still hiding most of its secrets, the Abyssal Covenant could easily become one of the biggest reveals later in the Final Saga. It feels like a mystery that is waiting for the perfect moment to be uncovered.
1 Demon Covenant Can Create an Army of Monsters

Unlike the other contracts, this one is not meant for loyal followers. Instead, Imu uses the terrifying technique called Domi Reversi to force enemies into becoming immortal demons. The God Valley Incident revealed that Xebec also became a victim of the same terrifying power.
The scariest part is that victims lose almost all control over themselves. They become violent monsters whose only purpose is to fight for Imu. Even worse, the curse can spread to other people, allowing Imu to create an entire army of powerful demons in a short time. If this ability continues to grow during the Final Saga, it could become one of the greatest threats the Straw Hats have ever faced.
The Weakness of Imu’s Covenants and Their Final Saga Impact

As powerful as the Covenants are, Oda has already shown that they are not impossible to defeat. The biggest weakness appears to be Supreme King Haki. During the Egghead Arc, Joy Boy’s Haki forced the Five Elders back through their Abyss portals. Later in Elbaf, Scopper Gaban revealed that powerful Conqueror’s Haki can bypass the regeneration granted by the Covenants.
The God Valley Incident also showed Roger and Garp breaking Xebec’s Demon Covenant with their combined Haki. On top of that, Imu admitted that creating Covenants comes with a personal cost, suggesting every new contract weakens them in some way.
These weaknesses could completely change the Final Saga. Luffy, Zoro, Loki, and Gaban are all capable of using Supreme King Haki, making them the perfect group to challenge Imu’s strongest servants. The Covenants may have helped Imu rule the world for centuries, but they could also become the very reason that their empire finally falls.
