Konoha’s greatest threat may not be another godlike shinobi, alien, or Ōtsutsuki. It may be the political system that created the village in the first place. Boruto: Two Blue Vortex Chapter 36 quietly turns the Land of Fire’s political structure into a potential weapon against Konoha, placing Hokage Shikamaru Nara in a crisis that cannot be solved with a stronger jutsu.
The chapter reveals that the effort to remove Shikamaru is reaching the Fire Daimyo, whose authority has a direct bearing on the Hokage’s position. That changes the conflict entirely. Kara could attack Konoha’s people and infrastructure, but this new threat can potentially challenge the legitimacy of the person leading the village itself.

Kobu believes Shikamaru is hiding information and potentially cooperating with Boruto, leading to a push for the Hokage’s removal. The crucial development comes when the matter reaches the Land of Fire’s Daimyo. As the chapter explicitly establishes, the forced removal of a Hokage falls under the prerogative of the Daimyo.
The Hokage leads the Hidden Leaf, but Konoha exists within the larger political structure of the Land of Fire. The Daimyo therefore represents an authority that Shikamaru cannot simply defeat with ninjutsu. Now, Kara’s danger was primarily physical and covert. Its members infiltrated Konoha, exploited scientific technology, manipulated individuals, and unleashed overwhelming combat power.
The Daimyo does not need to personally overpower Shikamaru. The political authority of the Land of Fire can potentially challenge whether Shikamaru should remain Hokage in the first place. This does not mean the Daimyo is stronger than Kara’s members. The potential danger instead comes from the enormous political, financial, and administrative structure surrounding the Land of Fire.

Removing Shikamaru would mean more than changing Konoha’s leader. After Boruto saves Lord Kobu from the Divine Trees, Shikamaru’s interrogation-room memories suddenly become unclear. He realizes he was somehow placed on the Hokage building’s rooftop and later surrounded by the Divine Tree creatures. The situation becomes even more suspicious when Shikamaru learns that Boruto defeated all six Divine Trees attacking Lord Kobu with a single attack.
Rather than accepting Boruto as the culprit, Shikamaru begins questioning the official narrative. He suspects that someone deliberately manipulated events to obstruct his investigation and potentially frame Boruto. The conspiracy becomes even more dangerous because Shikamaru is not simply fighting an individual enemy. He may be facing a political structure capable of turning Konoha against its own Hokage.
Meanwhile, Kashin Koji provides another crucial piece of information. His prescience allows him to observe possible futures, and he explains that his visions have undergone a major update following the battle against Mamushi. His ability reveals that the Divine Trees and Boruto may be connected in ways that remain unclear. In fact, his precognition reveals that in every possible future, Jura appears in them all and Kawaki is killed. Koji also recognizes the weakness of his own precognition, explaining that the future can be affected by unpredictable variables.
With Shikamaru facing a political conspiracy, Boruto being blamed for increasingly serious incidents, and Kashin Koji struggling to account for changing futures, Konoha is entering an overwhelming crisis. That could push Boruto: Two Blue Vortex into a far more politically dangerous phase, one where the Hokage’s greatest battle may not be against the strongest shinobi, but against the system deciding whether he is allowed to remain Hokage.
