One of the strongest admirals vs. Gear 5 Luffy turned out to be a quick battle, making fans disappointed in Eiichiro Oda. But some time has passed since then, and fans have had the chance to think about the battle. And there is a possibility that Kizaru never went full force in the battle.
The questionable Egghead battle between Kizaru and Luffy in One Piece
The battle between Luffy and Kizaru only lasted for a little while. Despite the huge buildup, Luffy landed Gomu Gomu no Star Gun, which made Kizary recognize that he had been badly wounded. At that moment, it proved the superiority of Gear 5, and that Luffy deserved the title of an Emperor.

A serious battle between him and Luffy could have enough destructive power to finish off anyone and anything near them, a liberty that neither of them had. Luffy had to protect his comrades, and Kizaru could not go on a brainless killing spree.
Kizaru likes carrying out justice at his own pace; his motto is uncertain justice, which represents the gray area between morality and absolute justice. It allows Kizaru to operate with more freedom. He might claim to put orders above all else, but Kizaru is a character who is yet to be completely unfolded.
