Cryogenic Coolant becomes available on the Technology tree at level 31, where it costs 2 Technology Points to add to your crafting list. Reaching level 31 is the only real requirement, so there’s no boss fight or hidden quest gating the recipe.

Once unlocked, you will need more than just a standard Workbench. It has to be made at a Production Assembly Line, which means having that structure built and powered by a nearby Power Generator before you can start production.
