9 Goro Goro no Mi – Lightning

After all, lightning is commonly associated with thunderstorms, right? At the same time, it also possesses immense destructive power.
The reason why Enel’s usage of the Devil Fruit is so powerful is that he can create electricity directly from his own body. After all, he is a Logia type. He even used clouds for his ultimate attack, the Ark Maxim, to create Deathpiea. Therefore, it surely deserves a spot on this list.
8 Yuki Yuki no Mi – Snowstorm

Using this power, she could even turn others into Snow Humans. Thus, it’s never advised to take Monet lightly, as she can turn the tide of the battle anytime.
Also, the destructive power of the Yuki Yuki no Mi is quite deadly. As a Logia-type Devil Fruit, Monet could even transform herself into snow and also produce snow at will. Even several members of the Straw Hat Pirates had a tough time fighting against her as she could create snowstorms.
7 Suna Suna no Mi – Sandstorm

In the anime, it was shown being used by Sir Crocodile, and the way he wielded it is what puts it at 7th place on this list. The massive sandstorms he created left others unable to counterattack.
He could even turn the ground into quicksand, making it extremely dangerous to stand on. Furthermore, Crocodile could suck the moisture out of anything he touched. Thus, it’s extremely deadly to encounter him in close combat.
6 Gura Gura no Mi – Earthquake

It can even generate shockwaves in the air and affect the clouds at its maximum potential.
It is more of a natural disaster-level Devil Fruit, and it has had two users shown in the anime. First, it was inherited by Whitebeard, and later it fell into the hands of Blackbeard. Both caused havoc using the Devil Fruit’s powers, even splitting the sky itself and altering the atmospheric pressure!
5 Magu Magu no Mi – Magmatism

Used by Akainu, it allows him to create and manipulate magma, which further enables him to influence the weather in many ways. He can vaporise icebergs and even boil seawater.
Thus, the full extent of this Devil Fruit’s power can even create tsunami-like effects through underwater volcanic eruptions. Facing him would leave you with no safe place to stand, as everything around you would become scorching hot. Therefore, it ranks as the 5th strongest weather-manipulating Devil Fruit.
4 Hie Hie no Mi – Ice Blizzard

In the anime, Kuzan was shown using the DF to devastating effect. Along with Akainu, he literally changed the climate of Punk Hazard.
He literally froze an entire ocean during the Long Ring Long Land Arc. The Devil Fruit can even cause ice storms and blizzards, leaving enemies vulnerable to frostbite. Kuzan could even freeze tsunamis created by nature or other Devil Fruit users. Therefore, it easily ranks 4th on the list.
3 Ryu Ryu no Mi, Model: Nidhöggr – Thunder & Lightning
Loki doesn’t really manipulate the weather in a conventional sense, but he influences the surrounding environment in several ways whenever he uses the powers of his Devil Fruit, the Ryu Ryu no Mi, Model: Nidhöggr. The fruit allows Loki to generate lightning strikes while in his dragon form.
Similar to Kaido’s Uo Uo no Mi, Model: Azure Dragon, Loki’s dragon form can also manifest thunderclouds and create storm-like effects. The way the environment darkens whenever he takes this form is a clear sign of weather manipulation. It ranks so highly because its destructive power is on a whole other level. After all, his hammer, Ragnir, is mythologically linked to the Norse God of Thunder, further reinforcing the storm-related nature of his abilities.
2 Dragon’s Unnamed Devil Fruit

In fact, he has already spread bits and pieces of clues throughout the series about what Dragon’s Devil Fruit can be. It is surely going to be an absurdly powerful Devil Fruit with wind-control powers.
He even gave us enough proof when Dragon controlled rain and strong gusts of wind while saving Luffy from Smoker in Loguetown. Even lightning struck the execution platform where Luffy was standing. Thus, it would make even more sense if it’s revealed to be a Mythical Zoan-type Devil Fruit linked to wind and weather manipulation.
1 Rain God Zaza’s Unnamed Devil Fruit

If Oda confirms the theory, she might be able to command the entire climate itself, shaping rain, storms, winds, clouds, and atmospheric conditions across vast regions.
And the Devil Fruit in question here would be absolutely terrifying. It would be the epitome of weather-manipulating Devil Fruits. That said, many fans also theorise that Zaza might even be related to Dragon’s powers. So, let’s see where the author takes the story from here.
