The peak of immortality in the Naruto universe is only achieved by assimilating with the Divine Tree and absorption of the Ten-Tails, which was something done by Kaguya and Madara. With this, the Six Paths Senjutsu can be acquired; the body of the subject transcends the limitations of a human.
This state ranks at the absolute top because it eliminates every flaw present in the techniques mentioned already. No need for constant Chakra output, no need to acquire hearts, no core that can be damaged, no need to find hosts, and no need to die before becoming immortal.
