Rob-Will never needs to pull the trigger himself because he is far more effective when somebody else does it for him.

By feeding Chet’s resentment and encouraging his anger, he effectively turns him into a weapon. Chet storms onto the 10 Petal property, shoots Joaquin in the hand, and attempts to settle his grievances through violence. The result is immediate and brutal.
