Shenron has always been portrayed as a powerful entity; from the very beginning, it seemed out of reach and capable of granting almost any wish. But then again, at times, Shenron could perform miraculous feats, yet he failed to fulfill seemingly simple requests in other seemingly normal situations.
Shenron’s wishes were explained to maintain coherence
Unknown first-timers get only one wish, which explains the first wish and the subsequent ones, where the Dragon Balls only granted one wish and how Goku and the Z warriors managed to get three wishes later on.
This eliminates the need for fans to speculate about the dragon’s inconsistent behavior in earlier series. The fans are satisfied with the explanation as well as it fits.
