MPs voted on Tuesday, April 21, to approve Ryan’s nomination, with the Bloc Québécois and Conservatives voting against.

Ryan, a former senior executive with the federal financial intelligence agency, takes over from interim parliamentary budget officer (PBO) Jason Jacques, whom the Bloc and Conservatives backed for the role, arguing he had been passed over for being too critical of the government’s fiscal direction.

At a Commons finance committee meeting last month, Ryan pledged to hold the government’s “feet to the fire” in her analysis.

A recent report from the Organization for Economic Co-operation and Development ranked Canada’s PBO as best among its peers, but also raised concerns over delays in the appointment process and the potential for the PBO to pull punches in hopes of earning a second term.

Ryan told MPs she was committed to serving just one seven-year term in the role to ensure the office’s integrity is “100 per cent beyond reproach.”

In addition to her time at the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), Ryan previously served as associate assistant deputy minister with the Department of Finance, following stints at Employment and Social Development Canada and Industry Canada. Ryan also holds a Master’s Degree in economics from Oxford University.

As PBO, Ryan will lead an office that provides independent financial and economic analysis to parliamentarians.

In a public statement after her nomination, Canada’s first PBO, Kevin Page, said Ryan was an “excellent” choice.

Prime Minister Mark Carney welcomed the appointment in a Wednesday news release.

“With deep experience in fiscal policy and economic analysis, Annette Ryan will help ensure parliamentarians have the information they need to hold the government accountable and safeguard Canada’s public finances,” Carney said.
