In the Dragon Ball franchise, the focus is often on Saiyans like Goku and Vegeta. They keep getting stronger with each encounter, and seem to have a monopoly over power levels themselves. However, this multiverse is also full of many non-Saiyan characters who possess catastrophic power levels.
From ancient wizards and genetic anomalies to literal deities, these characters prove that divine and mortal strength exists completely outside of Saiyan biology. Let’s explore ten such characters who are incredibly strong, despite not belonging to the Saiyan race, ranking them on the basis of their pure strength and feats in the anime and manga.
10 Piccolo – The Strongest Namekian
Piccolo has always been one of the primary members of the Z-Fighters, but recent events granted him a massive power upgrade. By using the Shenron Dragon Balls to unlock his true potential, Piccolo achieved the Orange Piccolo form. This transformation actually places him in the realm of divine power.
He easily dominated Gamma 2, who is an android built to match Super Saiyan Blue power levels. He ranks tenth because, while he can now fight alongside top-tier heroes like Goku, he still lacks the cosmic, universe-altering powers of the antagonists and deities higher on this list.
9 Jiren Made Goku Unlock Mastered Ultra Instinct

During the Tournament of Power, his raw strength surpassed that of his universe’s God of Destruction, Belmod. Jiren does not rely on complex magical spells or tricky transformations; his power comes from pure physical conditioning and absolute mental focus.
He effortlessly deflected attacks from Super Saiyan Blue Goku and completely overwhelmed the combined forces of the Z-Fighters. It actually required Goku to master Ultra Instinct just to match Jiren’s full power. To Jiren, Goku is just a guy from another universe. However, he ranks this low because his powers are pure muscles and have the same drawbacks as Piccolo.
8 Cell Max – The Strongest Lab-Made Creature

Unlike the original Cell, this version is a towering behemoth designed solely for maximum destruction. Even in an incomplete state lacking full mental control, Cell Max possessed terrifying physical stats. He completely outclassed Orange Piccolo, as Piccolo needed the help of Gohan to finally put an end to Cell Max.
He ranks eighth because his raw power output sits above Jiren’s tournament performance. However, because he is a mindless weapon lacking proper combat techniques, intelligence, and divine energy, he cannot overcome the reality-warping abilities we’ll see shortly.
7 Moro – The Ancient Magic User

His primary strength does not come from physical training of any kind, but rather, it comes from his ability to drain and consume the life force of entire planets and stars.
Moro ranks seventh because his absorption completely bypasses standard physical durability. In fact, after his own evolution, he is able to copy others simply by touching the back of their necks. However, he ranks this low because his physical form has a hard limit; once his magic absorption is countered and his fused form destabilized, he can be destroyed outright, as Goku demonstrated by using a precise Spirit Bomb delivered via Instant Transmission to obliterate him.
6 Granolah – The Sole Survivor of the Cerealian Race

He has only one goal in his life, and that is to take revenge against Frieza and the Saiyans. He used his planet’s Dragon Balls to make only one wish: to become the strongest mortal in the universe. The wish traded his remaining lifespan for absolute power.
After that, Granolah’s power manifested as an evolved Cerealian right eye, allowing him to see the vital points and energy flows of his targets with perfect accuracy. Technically speaking, his wish is what forced him to surpass every active mortal in the universe at that time.
5 Gas – The Prodigy of the Heeter Family

After witnessing Granolah’s massive power upgrade, the leader of the Heeters used the same Cerealian Dragon Balls to wish for Gas to become the new strongest mortal in the universe. This wish ended up overroding Granolah’s status.
When Gas unleashed his full power, he dominated True Ultra Instinct Goku and Ultra Ego Vegeta at the same time without much effort. Because of the way his powers are played out, he is automatically ranked right above Granolah. However, comparing him to the emperor of the universe 7, his powers fall short and can practically be ignored.
4 Frieza – The Emperor of Universe 7

After discovering a Room of Spirit and Time on a conquered planet, Frieza trained for ten years, which is a massive change for someone who previously relied entirely on natural talent. This intense training allowed him to unlock his ultimate form: Black Frieza.
Frieza ranks fourth because his power eclipses all other mortals in the universe. He has reached a tier where he can easily mock Saiyan gods, positioning himself just below the literal deities.
3 Beerus – The God of Destruction

While mortals like Frieza have achieved absurd power levels, Beerus still sits comfortably above them. What makes him so dangerous is Hakai, which allows him to erase matter and souls from existence itself.
Even when Goku and Vegeta achieve new forms, Beerus remains entirely unbothered, demonstrating that his true upper limit has never been reached by any mortal. There is even a theory that he may eventually surpass the angels in terms of power as well.
2 Whis Is Always in Ultra Instinct Mode

While it sounds counterintuitive that an angel is superior to a god, in the Dragon Ball hierarchy, Angels are actually vastly superior to Gods of Destruction. Whis’s body reacts automatically to any incoming threat without the need for conscious thought, making him completely untouchable to mortals and gods alike. Even when Goku and Vegeta threw hands at him together, Whis dodged every single attack.
Whis ranks second because his power is absolute within Universe 7. He does not participate in mortal conflicts due to Angel laws, but his strength, speed, and divine mastery make him completely superior to any fighter below the angelic hierarchy.
1 Grand Priest – The Chief Angel

While Zeno possesses the power to erase universes on a whim, he lacks martial arts prowess; so in that regard, the Grand Priest represents the absolute peak of combat strength. His power is so immense that Whis admits his own strength is absolutely nothing compared to him.
He controls the structure of the multiverse and sets the rules for divine beings. The Grand Priest ranks first because he is the strongest combatant in existence, completely unrivaled by any Saiyan, mortal, or deity in the entire Dragon Ball universe.
