10 Hashirama Distributed the Tailed Beasts Among Nations

Hashirama wanted the major villages to live in peace. After becoming the First Hokage, he captured several Tailed Beasts and gave them to other nations. His idea was simple: if every major village had similar power, no single nation could easily dominate the others.

It sounds like a peace plan, but there was one huge problem. This decision helped create the system where Tailed Beasts were used for war, and Jinchuriki were treated as military assets. Still, Hashirama wanted balance rather than cruelty, which is why this sits at No. 10.

9 Shamon Turned Jinchuriki Into Military Weapons

The Akatsuki was a small group at that time, and Onoki was working in the interest of his village, but looking back, his decision was very bad. This same organization later hunted Jinchuriki, attacked villages, and started a world war. That makes it worse than Tobirama’s creation of Edo Tensei.
