Tenten is the ultimate case of “imagine what could have been.” Her mastery of weapons gives her impressive range and versatility, and she even gained access to powerful Sage of Six Paths tools during the war. But those weapons came with enormous chakra demands, while Tenten herself never received a major transformation or decisive high-level victory.

That is why she sits at No. 12: not because she is useless, but because everyone above her has either stronger feats, better survivability, or a more dangerous win condition.

11 Ino Turns Her Mind Jutsu Into a Surprisingly Powerful Weapon

Ino’s greatest weapon was her ability to turn the battlefield into a mental chessboard. Her Mind Transfer Jutsu can seize control of an opponent, while her sensory and communication abilities became increasingly valuable during the war. She also helped complete the Ino-Shika-Cho formation that became crucial on the battlefield.

But this is a power ranking, not a usefulness ranking. In a direct duel, Ino’s lack of overwhelming physical offense puts her at a disadvantage against Hinata, Kiba, and virtually everyone above them. Her versatility saves her from last place.

But bravery cannot erase the gap between her and the higher-ranked fighters. Hinata is formidable. But she never receives the same combat evolution that pushes those characters above her, which is why she sits at No. 10.

Kiba fights like someone hit the accelerator and forgot where the brakes were. His enhanced senses, Akamaru partnership, transformation techniques, and Fang Over Fang make him terrifying at close range. His fight against Sakon and Ukon showed his willingness to go completely feral when things turned desperate, even stabbing himself to escape Ukon’s attack. That toughness earns him No. 9.

The problem is that his fighting style is comparatively straightforward. Shino can control the battlefield from a distance, and he is dangerous, but not versatile enough to climb higher.

For years, Choji looked like the lovable heavyweight who would always be a step behind the others. Then Butterfly Mode happened, and suddenly everyone had to reconsider. That earns him No. 7. But Choji’s strength comes with a trade-off: he is not nearly as versatile or tactically unpredictable as Shikamaru, while fighters such as Sakura and Lee possess greater combat ceilings.

Shikamaru is the beautiful nightmare of this ranking: he can lose the physical battle and still win the war. His Shadow Possession techniques become exponentially more dangerous when combined with his tactical intelligence (IQ-200), and his revenge against Hidan remains one of the best demonstrations of preparation beating raw power.

In Boruto: Two Blue Vortex, his strategic importance has grown so dramatically that he serves as Konoha’s Lord Eighth. But that does not magically make him physically stronger than Neji or Lee. Hence, No. 6 fits Shikamaru the best.

5 Neji’s Tragic Genius Makes His Death One of Konoha’s Greatest Losses

Neji was the prodigy who looked destined for greatness, and then the story cruelly ran out of road for him. His Byakugan, Gentle Fist, Rotation, and Eight Trigrams techniques made him arguably the most technically complete fighter among the original rookies outside Naruto and Sasuke.

His victory over Kidomaru after exploiting the enemy’s strategy proved that his genius was not empty hype. That is why he takes No. 5 despite dying before the endgame. The tragedy is precisely what limits him, which is why Neji’s ceiling becomes much harder to defend.

4 Sakura Finally Proves She Was Never the Weak Link

Sakura’s greatest weapon is the fact that she simply refused to stay behind. Rock Lee is the ultimate argument for “the boy who deserved to be the chosen one.” He cannot use ninjutsu or genjutsu, yet he turned pure taijutsu into something terrifying, opening multiple Inner Gates and pushing his body far beyond normal limits. His battle against Gaara established that ceiling spectacularly when he was only 13.

The series does not show Lee using the Eighth Gate himself. Might Guy is the one who opens the Gate of Death. Still, Lee’s mastery of the Gates gives him the most explosive physical ceiling among the non-Six-Paths here. His only drawback was Kishimoto choosing to never let him shine.

Sasuke gets No. 2 because Naruto ultimately has the superior stamina and chakra reserves, while Sasuke’s most devastating abilities can be resource-intensive. But if anyone in the Konoha 12 could make Naruto fight for every breath, it was him.

1 Naruto Becomes an Untouchable God With Six Paths Sage Mode

At No. 1, Naruto doesn’t just win the ranking because Six Paths Sage Mode amplified an already ridiculous foundation of chakra reserves, Kurama’s power, Sage abilities, sensory perception, Shadow Clones, and Rasengan-based techniques. After receiving Hagoromo’s power, Naruto returned to the battlefield and immediately joined Sasuke in confronting Ten-Tails Madara.

Their final clash also confirmed just how far Naruto had evolved from the boy who once struggled to control the Nine-Tails. Sasuke could challenge him, but Naruto was Naruto. Among the Konoha 12, nobody else comes remotely close to that ceiling.
