This system allows your character to mimic abilities performed by NPCs around you, and to unlock Double Jump this way, you’ll need to see an NPC doing it first.
A known early-game location for this is the Pororin Village in the Pororin Forest, which is unlocked after completing The Unreachable Village quest. Once there, in the village, you should be able to find three NPC children jumping, with the game giving you the prompt to “Observe” and learn the mechanic for yourself.
