The Ontario Provincial Police said that its Serious Fraud Office began an investigation in September 2024 into suspected irregularities in the driver examination process for G class licences — the standard licence for driving a car, van and small truck — in the province.

According to the OPP, the investigation examined allegations that bribes were facilitated in exchange for favourable consideration during specific applicants’ testing.

Following the investigation, the OPP charged seven people with a total of 25 offences.

Who is charged and what they face

Samuel Adewale, 65, of Brampton, is charged with two counts of secret commissions and four counts of conspiracy to commit an indictable offence.

Abdulkarim Afrayim Sava, 65, of Brampton, and Farhad Sanders, 43, of Maple, have both been charged with secret commissions and conspiracy to commit an indictable offence.

Ahmed Ismail Ghanchi, 44, of Toronto, is charged with secret commissions, money laundering, and two counts of conspiracy to commit an indictable offence.

Michelle Miceli, 49, of Toronto, has been charged with secret commissions, two counts of conspiracy to commit an indictable offence, and breach of trust.

Elizabeth Taylor, 50, of Mississauga, is charged with secret commissions, conspiracy to commit an indictable offence, and breach of trust.

Shanna Marie Tozer, 43, of Toronto, has been charged with secret commissions, money laundering, conspiracy to commit an indictable offence, and breach of trust.

All of the accused have been released from custody. They are scheduled to appear before the Ontario Court of Justice in Toronto on Wednesday.

“The OPP is committed to keeping Ontario safe,” Det. Supt. Jennifer Spurrell, of the OPP’s Financial Crime Services, said in a statement.

“This investigation reflects our ongoing responsibility to protect the public and ensure that systems designed to keep people safe are not undermined.”
