Once you’ve equipped a Rocket Rader, you have a 33% chance of encountering any of them. However, farming a Rocket Radar takes time, which can make you wonder which Leader offers the best Shadow Pokémon.

The best Team Go Rocket Leader to battle ultimately comes down to what you’re looking for. If PvE and PvP usefulness are something you care about, Cliff is the best choice. Defeating him gives you an encounter with Shadow Axew, which can be evolved into Shadow Haxorus. This is one of the strongest non-Legendary and non-Mega Dragon-type attackers, which means it can help you with raids in the upcoming Go Fest in Pokémon Go. However, to help the mon reach its full potential, you’ll need to use an Elite Charged TM to teach it Breaking Swipe.
