The Surrey Police Service has issued a warning about an offender with a history of assault and indecent acts against women moving into the community.

Skylar Wayne Pelletier, 26, has a history of violent and sexual offences and poses a significant risk of committing further offences, said Surrey police.

At 16, Pelletier was found guilty of breaking into a Vancouver home in September 2016 for the purpose of committing sexual assault. He had also pleaded guilty to separate incidents including assaulting a family member by stomping on her head and exposing himself to women while he was living at Easter Seals house.

He also admitted to assaulting another inmate in a youth correction centre in Burnaby and punching a guard several times.

Pelletier was the subject of a similar public warning by the Vancouver Police Department in 2024 after he moved into a halfway house.

In 2025, he was arrested after a woman reported a man masturbating in the laneway and peeping into homes near Woodland Drive and East Broadway. He was found guilty of breaching a long-term supervision order.

Pelletier is described as 6-foot-2, with short black hair, brown eyes and a heavy build.

He will be under electronic monitoring, said police, and is required to comply with several conditions, including not going within two blocks of the 2500-block of Woodland Drive in Vancouver; not buying, possessing or using alcohol or drugs; and a curfew from 10 p.m. to 6 a.m.

Investigators are asking anyone who sees Pelletier breaching his release conditions to call 911.
